Citizenship Rules 2026

The Central Government has implemented the Citizenship (Amendment) Rules, 2026, due to which there have been important changes in many rules related to citizenship and OCI (Overseas Citizenship of India). These new rules have become effective from 30 April 2026. The government says that the purpose of these changes is to make the entire process easy, transparent and digital.

Ban on two passports for minors

Under the new rules, now no minor child can simultaneously hold an Indian passport and a passport of any other country. The government has made it clear that if the child has an Indian passport, he will not have to hold a passport of any other country. This change has been clarified in Rule 3.

OCI card now digital too

The government has now started the facility of issuing OCI cards in digital form i.e. e-OCI. Now cardholders will get electronic records along with physical cards. This will make record keeping and investigation easier.

Application process completely online

Application, registration, surrender and other services for OCI card have now been made completely online. Applicants have to fill the form by visiting the official portal https://ociservices.gov.in. This will save time and make the process simpler.

New rules for surrender and cancellation

If a person wants to give up his OCI card, he has to apply online and submit the physical card. After this he will be given an online receipt and his name will be removed from the records. At the same time, if the government cancels an OCI card, then the cardholder will have to surrender the card. Even if the card is not deposited, the government may consider it canceled. In case of e-OCI the card will be automatically canceled as soon as the order is issued.

New system of appeal and review

The process of appeal and review has also been clarified in the new rules. Now, if there is an appeal against any decision, the matter will go to a higher authority. Also, the affected person will be given full opportunity to express his views.

Biometric data consent required

Applicants will now have to give consent to share their biometric data during OCI application. This data will be used for Fast Track Immigration Programme. Overall, these new rules of the government are being considered a big step towards making the processes related to citizenship and OCI more modern, digital and clear.
