Patna. Three major changes to education and health system have been implemented in Bihar from August 15, 2026. Along with streamlining the referral process in hospitals, the government has also made digital education in schools and the leave process of teachers online. The purpose of these changes is to make the system more transparent and convenient.


1. New referral system in hospitals


Under the new policy, action can be taken against the doctor or health worker concerned if normal patients are sent to big hospitals without proper reason. Emphasis has been laid on stabilizing the condition of serious patients by giving them first aid before referring them.


Information about the disease, treatment and reason for referral of the referred patient will have to be entered on the Bhavya digital portal. Arrangement of government ambulance has also been made mandatory for the patients. This is expected to help in reducing unnecessary crowding in big hospitals.


2. E-learning started in model schools


Live online class facility is being started for students in model schools of Bihar. Students will be able to ask their questions to teachers outside school also. This facility will be free and to avail it, students will have to register on the respective portal or mobile app.


3. Teachers' leave is also online now


The leave process for teachers and principals of government schools has also been digitalized. For leave after August 15, you will have to apply online on the e-Shikshakosh portal. Offline applications will not be accepted. After the leave is approved, its order will also be uploaded on the portal. With these changes of the government, efforts are being made to make the work in the health and education departments more digital, transparent and systematic.
