Chandigarh: The Enforcement Directorate (ED) has provisionally attached assets worth Rs 136.4 crore belonging to Ocean Seven Buildtech Pvt Ltd , its promoter Swaraj Singh Yadav and his wife Sunita Swaraj in an alleged real estate fraud involving over Rs 118 crore collected from plot buyers in four Rajasthan projects.
The latest attachment under the Prevention of Money Laundering Act takes the total value of attached assets to around Rs 188 crore, the agency said. The properties include land in Bilonchi village in Jaipur district and Kotputli-Behror , a residential plot in Sector 102, Gurgaon, and bank balances worth around Rs 70 lakh in five accounts belonging to the company and the promoter’s family.
The ED’s probe is based on FIRs registered by Delhi Police’s economic offences wing and police in Haryana and Rajasthan over alleged cheating, criminal breach of trust, forgery and criminal conspiracy. The latest action primarily relates to FIRs registered in Rajasthan in Nov and Dec 2025.
According to the agency, OSBPL collected over Rs 118 crore between December 2006 and March 2015 for four projects — Amber Garden in Jaipur and Kot Residency, Kot Farms and Kot Industrial Estate in Kotputli-Behror. Buyers were allegedly promised possession within three-four years.
Collections for Amber Garden began years before the company applied to the Jaipur Development Authority for approval of the project map, the ED said. Inspections by development authority and revenue officials later found the projects undeveloped and sites largely vacant. Even buyers who paid in full and obtained registered conveyance deeds or possession letters were allegedly denied possession, with plots remaining undemarcated.
The ED alleged that funds were diverted to unrelated purposes, including office premises in Gurugram and advances for other projects. Around 39 acres owned by the company and its promoters were also transferred to associates or third parties between June and Sept 2025, after the FIRs were registered.
The agency had attached assets worth Rs 51.6 crore in Jan 2026 and filed a prosecution complaint before a special PMLA court in New Delhi. Further investigation is underway.
